RECO

Government House,

Hongkong, (21st

1904.

I have the honour to acknowledge the receipt of your telegrams of the 14th instant Nos. 1, 2, and 3, of the 17th, and No. 1 of the 19th.

and to inform that they have been promptly carried to Mr. Jawan as Commissioner, copies of the various documents have also been sent to Mr. Fraser at Tientsin.

This Government has no copies of the Indian Emigration Act of 1883 or of the rules thereunder but I have at once taken steps to get copies of them from the Straits Settlements or, failing that, from India.

I am also communicating to His Majesty's Minister at Peking a copy of the text of the Convention with China, the schedule to the Convention contained in your telegram No. 23 of the 16th instant, and copies of the Instructions to the Emigration Agents, the Contract of Service corrected in the light of your various telegrams.

In view of certain false statements apparently circulated to discredit this emigration I have had sent to the Viceroy at the Tsungli Yamen through the British Consul-General at Canton a copy of the Contract of Service.

I have, &c.

J. F. STEWART,

Acting Colonial Secretary.

THE RIGHT HONOURABLE

THE EARL OF LYTTELTON, K.C.B., P.C.
